Yeah, seems like it. From what we could gather, they move from planet to planet like scavengers. They research, they judge the sentient life on the planet, and if you don't meet their standards...

They take everything you've got, build up their fleet a little bigger, and they keep moving. No idea how long they've been at it, how many other planets, but it was more than enough to outgun us. I heard the UN thought about nuking them before everything fell apart, but they realized there were a couple dozen orbiting. They'd just tank the entire planet.
