That they do.

[ The funds it’d take just to process everyone and make up documents are nothing to sneeze at. But the modifications, the goddamn superpowers they supposedly all have now, that’s something else entirely. Someone, somewhere, has dropped a whole lot of resources on a group of strangers. The fact that he can’t remember any of it nags at him. There are too many details missing, too much effort expended for seemingly no reward. Even if this is all a coincidence somebody’s jumped on, this sort of operation takes a lot of capital to maintain. And apparently it’s been going on for a while. ]

Somebody’s gone to the effort, but I’m not seeing what they gain from it.
