I've heard of that. Drilling to relieve pressure, or deal with a brain bleed. But brain surgery's pretty common back home. Modifications....hnn. They exist, sure. Make somebody faster, stronger, smarter. Pretty much anything you can think of. But they tend to go wrong. Lot of people died ugly.
